Future Programs of the Environmental Party of Iran
General Explanation
Considering that the Environmental Party of Iran has not yet been fully established inside the country and that Iran has not yet achieved full freedom, the rule of law, national sovereignty, and a constitution approved by the people, all documents, structures, and programs of the party, including the manifesto, constitution, and these programs, are currently presented in a preliminary form.
These documents will be revised and updated in the future based on the needs of the country, with the participation of citizens, civil society organizations, experts, and specialists, and will be adapted to the conditions of a free Iran.
1) National Principles, Identity, and Governance

Preservation of Iran’s territorial integrity and national unity
- Individual freedom within the framework of national interests, the rule of law, and the freedoms of others.
- Secularism and the complete separation of religion from government as a principle of governance.
- Democracy, free and transparent elections, and the peaceful rotation of power.
- Full equality of citizens regardless of gender, ethnicity, nationality, language, religion, ideological orientation, or lifestyle.
- Recognition of pluralism in governance and the formal acknowledgment of diversity in political, intellectual, ethnic, cultural, and social perspectives within the structure of power.
- Freedom of expression, freedom of the media, and access to information.
- The right to form political parties, organizations, and civil institutions, and to participate freely in political and social life.
- Freedom of protest, assembly, and strike in a peaceful manner.
- Commitment to human rights and human dignity based on the principles and provisions of the Universal Declaration of Human Rights of the United Nations.
2) Decentralization and National & Local Governance

Decentralization of executive and administrative structures with the aim of increasing efficiency, transparency, and public participation.
- Delegation of maximum executive authority, planning, and budgeting to regions, cities, and provinces to the greatest possible extent, within the framework of the Constitution.
- Strengthening local councils and elected local institutions as the foundation of accountable and transparent local governance.
- Transfer of executive responsibilities in areas such as education, health, urban transportation, local environment, urban development, and social services to local levels.
- Establishment of a sustainable local financial system based on regional revenues and mechanisms for the fair distribution of national resources.
- Preservation of the full monopoly of defense affairs under the authority of the central government.
- Limiting the role of the central government to macro-level policymaking in national security, military and defense affairs (including the armed forces), foreign policy, the monetary and financial system, and guaranteeing the rights of citizens.
- Preventing the concentration of power, rent-seeking, and corruption through the distribution of executive authority and increased public oversight.
3) Language, Culture, and Citizenship Rights

Support for the Persian language as the common national language.
- The right to learning, education, and preservation of local and ethnic languages alongside the Persian language, within the framework of national unity.
- Equal access for all citizens to cultural, artistic, and sports facilities.
- Support for art, culture, artists, and freedom of creativity.
- Preservation of Iran’s historical, cultural, and religious heritage.
- Support for freedom of religions, beliefs, minorities, and places of worship.
- Establishment of a humane and lawful migration system for immigrants and refugees entering the country of Iran.
4) Economy, Welfare, and Social Justice

Support for a free and competitive market.
- Support for the development of an economy without dependence on oil, gradually reducing reliance on oil revenues.
- Support for entrepreneurship, innovation, and green employment.
- Implementation of tax reductions for companies that invest in the country and provision of increased tax incentives for companies that expand their activities, increase the number of employees, and create new job opportunities.
- Support for the development of industries, particularly the establishment of advanced technology factories, with full compliance with environmental standards.
- A fair taxation system with a focus on income and consumption.
- Reform of the country’s fiscal structure based on stable revenues (taxation, customs, natural resources, transit).
- Transparent, modern banking connected to the global financial system.
- Ensuring a minimum standard of living for citizens in need.
- Development and strengthening of government support to facilitate individuals’ entry into the labor market through the design and implementation of appropriate mechanisms, including vocational training, apprenticeship programs, job placement services, support for entrepreneurship, and labor market programs tailored to conditions and needs in each economic period.
- Public pensions with a guaranteed minimum standard of living after years of service.
- Unemployment insurance and effective support for the unemployed.
- Strengthening and institutionalizing the role of labor unions and independent professional associations, and effective protection of the rights of workers and employees through ensuring wages and benefits proportional to the type of work, level of specialization, and degree of job difficulty, and the establishment of fair working conditions based on human dignity in the workplace. Dismissal without valid and acceptable reason is prohibited, and recruitment must be based on merit, fair competition, and transparent and lawful criteria. Any form of exploitation, discrimination, or humiliation in the workplace is strictly prohibited. The probationary employment period must not exceed six months, after which the employment relationship shall automatically become permanent; unless the employer, with valid and documented reasons, declines to continue cooperation. Oversight of the proper implementation of these principles shall be the responsibility of labor unions and independent professional organizations.
- Provision of housing for workers through cooperation between the private sector and government oversight.
- Standard working hours are set at 40 hours per week.
- Guarantee of the right to parental leave for a period of 18 months for both father and mother equally, with the possibility of transferring the father’s share to the mother for up to six months.
- Guarantee of the right to sick leave for employees, with payment of up to 80 percent of wages from the first day of illness by the employer, subject to medical verification and physician approval, and after 14 days, continuation of sick leave payments by the national insurance organization.
5) Health, Education, and Social Support

Free medical services and free coverage of basic healthcare services.
- High-quality, free, and equal education throughout the country.
- Higher education supported by government assistance and low-interest loans.
- Free social care and support for the elderly, patients, and persons with disabilities.
- Free access to kindergarten for children of working parents.
- Food safety and prohibition of harmful substances and hormones.
- Development of mental health services and social support.
- Support for individuals affected by addiction to drugs and alcohol through the provision of treatment services, rehabilitation, and addiction recovery programs aimed at restoring them to a healthy life and reducing social harms. In cases where quitting addiction is not immediately possible, the provision of treatment and support mechanisms to manage substance use and reduce harm will be considered, in order to prevent crime and unlawful behavior in society and to maintain public safety.
6) Protection of Children and Families

Comprehensive protection of children as the future capital of the country in the family, society, and public policymaking.
- Guaranteeing children’s rights, including health, education, safety, and psychological and emotional development.
- Firm opposition to child labor, child marriage, and all forms of discrimination against children.
- Special support for children in deprived areas, low-income families, and children with disabilities.
- Broad investment in primary education, early childhood education, and family-centered services.
- Protection of families and measures to combat domestic violence.
- Guaranteeing the payment of child-rearing and childcare support allowances to all families equally, with additional support for families in need, so that these families may receive higher levels of assistance based on fair and transparent criteria.
7) Individual Rights and Civil Liberties

Free, high-speed internet without censorship as a citizen’s right.
- Elimination of gender discrimination and protection of women’s rights and those of other members of society.
- The legal right to abortion for women.
- Issuance of birth certificates and recognition of the right to identity for all children and undocumented individuals.
- Freedom to consume alcoholic beverages with age restrictions.
- Regulation of drug consumption and the development of programs for its gradual reduction.
8) Foreign Policy, Defense, and Security
- A peace-oriented, engagement-based foreign policy grounded in national interests, aimed at reducing tensions, strengthening regional stability, and developing responsible cooperation with the international community.
- Commitment to the principle of non-interference in the internal affairs of other countries, respect for international law, and efforts to resolve disputes through dialogue, diplomacy, and peaceful mechanisms.
- Establishment and strengthening of a modern, professional national army under the command of a government elected by the people, based on a defensive deterrence approach, maintaining readiness to defend the country’s independence and territorial integrity, and eliminating any parallel military forces.
- Establishment of a professional, accountable, and law-abiding police force with the objective of maintaining national and social security, protecting citizens’ rights, and strengthening public trust.
9) Development, Infrastructure, and Environment

Implementation of fair infrastructure projects across the country based on the real needs of regions and with full compliance with environmental assessments.
- Sustainable development of less-developed regions with a focus on local employment, infrastructure development, and protection of natural resources.
- Development of a sustainable and secure tourism industry while preserving the environment, cultural heritage, and natural resources.
- Industrial development in compliance with environmental requirements, reduction of pollution, and use of clean and low-emission technologies.
- Development of green cities through the expansion of public transportation, increased urban green spaces, and reduction of air pollution.
- Management of water crises and adaptation to climate change through reform of consumption patterns, prevention of groundwater over-extraction, and the use of scientific solutions.
- Protection and restoration of forests, wetlands, lakes, and rivers in Iran, and implementation of national programs to prevent deforestation, desertification, and soil erosion.
- Combating dust storms through reforestation, desert stabilization, and expansion of green spaces.
- Development of sustainable and environmentally compatible agriculture, optimal use of soil, reduction in the use of chemical fertilizers and pesticides, and support for modern farming methods and efficient irrigation to manage water resources.
- Implementation of modern waste management principles, reduction of waste production, and expansion of recycling.
- Protection of Iran’s wildlife and natural habitats, and combating illegal hunting and trafficking of animal species.
- Protection and organization of animal shelters.
- Establishment and enforcement of clear laws for the maintenance and protection of domestic animals.
- Participation of citizens and local institutions in environmental policymaking.
- Long-term planning to reduce greenhouse gas emissions and expand renewable energy.
- Development of energy-efficient buildings based on environmental standards, with the aim of reducing energy consumption.
- Expansion and improvement of efficient and safe transportation infrastructure to support sustainable mobility.
- If necessary, seawater desalination from southern coastal areas as one of the solutions for water resource management.
- Reduction of plastic consumption and prevention of its accumulation in nature, and promotion of recycling and environmentally friendly alternatives.
- Development and promotion of electric vehicles and gradual implementation of bans on fossil-fuel-based vehicles.
- Relocation of polluting industries from urban areas to suitable industrial zones, with proper environmental management and reduction of noise pollution.
- Development and implementation of national programs for watershed management, flood control, and protection of soil and vegetation cover.
10) Energy Policy

Gradual reduction of dependence on fossil fuels in the energy sector.
- Suspension or gradual discontinuation of nuclear energy programs due to environmental risks and the dangers arising from Iran being located in an earthquake-prone region, and replacing them with safe and sustainable energy sources.
- Broad development of renewable energy sources.
- Implementation of a national program to increase efficiency and conserve energy consumption.
- Reform of energy pricing in a fair manner without placing pressure on low-income groups.
- Modernization of the electricity grid and development of smart grid systems.
- Full transparency and the fight against corruption in the energy sector.
- Reduction of gas flaring, methane leaks, and oil and gas pollution.
- Gradual electrification of transportation.
- Support for research and development of new energy technologies.
- Independent environmental impact assessments for energy projects.
11) Judiciary
- An independent judiciary, fair trials, and abolition of the death penalty.
- Humanization of prisons with a focus on rehabilitation and the social reintegration of prisoners.
- Decisive and organized action against drug traffickers and illegal distribution networks through strengthening law enforcement agencies, international cooperation, and the application of deterrent penalties.
- Abolition of all criminal penalties for children under the age of 15 and replacement with supportive, therapeutic, and rehabilitative approaches outside prison. Also, the application of lighter penalties for adolescents aged 15 to 18 compared to adults, along with the provision of conditions for education, training, and treatment in specialized rehabilitation and correctional centers.
