Future Programs of the Environment Party of Iran
General Explanation
Considering that the Environment Party of Iran has been established outside the country and Iran has not yet reached full freedom, national sovereignty, and a constitution approved by the people, all documents, structures, and programs of the party, including the charter, constitution, and programs, are currently in draft status.
These documents will be completed and adapted to the conditions of a free Iran after the liberation of Iran and the drafting of a new constitution, with the participation of the people, civil institutions, experts, and academics.
(1) National Principles, Identity and Governance
- Preservation of Iran’s territorial integrity and national unity
- Individual freedom within the framework of national interests, law, and the freedom of others
- Secularism and complete separation of religion from government
- Democracy, free and transparent elections, and peaceful transfer of power
- Full equality of citizens regardless of gender, ethnicity, language, religion, ideological orientation, or lifestyle
- Commitment to the principle of pluralism in governance and formal recognition of the diversity of political, intellectual, ethnic, cultural, and social views within the structure of power
- Freedom of expression, media, and access to information
- The right to form parties, associations, and civil institutions and to participate freely in political and social life
- Freedom of protest, assembly, and strike in a peaceful manner
- Independent judiciary, fair trial, and abolition of the death penalty
- Commitment to human rights and human dignity based on the principles and provisions of the Universal Declaration of Human Rights of the United Nations
- Humanization of prisons with a focus on rehabilitation and social reintegration of prisoners
(2) Decentralization and National and Local Governance
- Decentralization of executive and administrative power with the aim of increasing efficiency, transparency, and public participation
- Delegation of maximum executive authority, planning, and budgeting to regions, cities, and provinces as much as possible within the framework of the constitution
- Strengthening elected local councils and institutions as the foundation of local governance
- Delegation of executive responsibilities in areas such as education, health, urban transportation, environment, and urban development to local levels
- Establishment of a sustainable local financial system based on regional revenues and a mechanism for fair distribution of national resources
- Maintaining full control of defense affairs under the authority of the central government
- Limiting the role of the central government to macro policy-making (including defense, foreign policy, national security, monetary and financial systems) and guaranteeing citizens’ rights
- Preventing concentration of power, rent-seeking, and corruption through distribution of executive authority and increased public oversight
(3) Language, Culture and Citizenship Rights
- Protection of the Persian language as the common national language
- The right to learn, education, and preservation of local and ethnic languages alongside Persian within the framework of national unity
- Equal access of all citizens to cultural, artistic, and sports facilities
- Support for art, culture, artists, and freedom of creativity
- Preservation of Iran’s historical, cultural, and religious heritage
- Support for freedom of religions, beliefs, minorities, and places of worship
- Establishing a humane and law-based migration system for migrants and refugees who enter the country of Iran
(4) Economy and Social Justice
- Support for a free and competitive market
- Support for the development of an economy without dependence on oil
- Support for entrepreneurship, innovation, and green employment
- Support for the development of industries, especially the creation of advanced technology factories with full compliance with environmental standards
- Fair taxation system with focus on income and consumption
- Reform of the country’s financial structure based on sustainable revenues (taxes, customs, natural resources, transit)
- Transparent, modern banking connected to the global financial system
- Providing a minimum standard of living for citizens in need
- Public pension system with a minimum livelihood level and recognition of years of service
- Effective unemployment insurance and support for the unemployed
- Strengthening the role of labor unions and protection of workers’ and employees’ rights
- Provision of housing through cooperation between the private sector and government oversight
(5) Health, Welfare, Education and Social Protection
- Free and universal medical treatment and access to basic healthcare services
- Free, high-quality, and equal education across the country
- Higher education with government support and low-interest loans
- Free social care and support for the elderly, patients, and people with disabilities
- Free access to childcare centers for working parents
- Food safety and prohibition of harmful substances and hormones
- Development of mental health and social support services
(6) Protection of Children and Family
- Comprehensive protection of children as the future capital of the country in the family, society, and public policy-making
- Guarantee of children’s rights including health, education, security, and emotional and psychological development
- Firm action against child abuse, child labor, child marriage, and all forms of discrimination
- Special protection for children in deprived areas, low-income families, and children with disabilities
- Broad investment in early education, preschool, and family-centered services
- Support for family institutions and combating domestic violence
(7) Individual Rights and Civil Liberties
- Free and unrestricted internet without censorship as a citizen right
- Elimination of gender discrimination and support for women’s rights and their equal participation in society
- Legal right to safe abortion for women
- Birth registration and identity rights for all children and undocumented individuals
- Freedom to consume alcoholic beverages with age restrictions
- Regulation of tobacco use and gradual reduction programs
(8) Foreign Policy, Defense and Security
- Realistic foreign policy based on national interests and defense orientation
- Non-interference in the internal affairs of other countries
- Modern and professional national army under the command of the central government and elimination of parallel military forces
- Professional police accountable for maintaining national and social security
(9) Development, Urban Planning and Environment
- Implementation of fair urban development projects across the country based on the real needs of regions and with full environmental impact assessments.
- Sustainable development of less-developed regions with a focus on local employment and the protection of natural resources.
- Development of the tourism industry in a sustainable and safe manner, while preserving the environment, cultural heritage, and natural resources.
- Industrial development in compliance with environmental requirements, reducing pollution, and utilizing clean and low-consumption technologies.
- Development of urban green spaces, expansion of public transportation networks, and reduction of air pollution.
- Crisis management and adaptation to climate change through reforming consumption patterns, preventing excessive extraction of groundwater resources, and using scientific solutions.
- Protection and restoration of forests, wetlands, lakes, and rivers in Iran, and implementation of comprehensive programs to prevent environmental degradation and destruction of natural resources.
- Combating dust storms and desertification through the creation of green belts and expansion of green spaces.
- Development of sustainable and environmentally compatible agriculture; optimal use of soil; reduction in the consumption of chemical fertilizers and pesticides; and support for modern irrigation methods to manage water resources efficiently.
- Proper waste management, reduction of waste production, and development of recycling systems.
- Protection and restoration of wildlife habitats in Iran and combating illegal hunting and wildlife trafficking.
- Protection and care for domestic animals.
- Establishment of modern animal shelters to support homeless animals.
- Public participation and involvement of local communities in environmental policymaking.
- Development of educational programs to increase public awareness and environmental culture.
- Adoption of sustainable construction standards based on environmental principles, with a focus on reducing energy consumption.
- Promotion of renewable energy development and support for investment in this sector.
- In the event of water shortages, prioritization of drinking water supply in the short term for the population, and development of medium- and long-term solutions for sustainable water resource management.
- Protection and restoration of soil fertility and prevention of soil degradation.
- Development of sustainable rural tourism and promotion of responsible tourism principles, while protecting local environments and cultures.
- Regulation of the establishment of industries in different regions of the country, taking into account environmental capacity, water resources, and population density, to prevent environmental crises.
- Development and implementation of programs to combat deforestation and soil erosion through sustainable land management, watershed management, and soil conservation.
(10) Energy Policy
- Gradual reduction of dependence on fossil fuels in the energy sector
- Gradual suspension and dismantling of nuclear energy programs due to environmental risks and the earthquake-prone nature of Iran and replacement with clean and safe energy sources
- Large-scale development of renewable energy
- Implementation of a national program for energy efficiency and optimization of energy consumption
- Fair reform of energy subsidies without pressure on vulnerable groups
- Modernization and development of the electricity grid and smart networks
- Full transparency and fight against corruption in the energy sector
- Reduction of gas flaring, methane leakage, and pollution in the oil and gas industries
- Gradual electrification of transportation
- Support for research and new energy technologies
- Independent environmental assessment of energy projects
